KOFST has accepted an open access journal policy by including items, such as JATS XML production, journal homepage user-interface, and open access for journal evaluation. This is possible because KOFST provides funding for scientific journal publishing by scholarly societies in Korea. The result of the evaluation of a journal is directly reflected by the amount of funding; therefore, most journal editors and publishers who want to receive funding adopt an open access or free access policy. This is a very unique policy, since no other OECD countries provide more than $5,000,000 USD for journal publishing by scholarly societies, except for Korea and Japan. KOFST recommends scholarly societies that receive funding to include their journals in ScienceCentral. The funding from KOFST is enugh amount for each publisher to produce JATS XML files of all articles. This is the basis of ScienceCentral. Since ScienceCentral can accept all languages in the world, KOFST decided to open it to all scientific journals globally, regardless of the languages in which they are published.
